How to Claim Excise Tax Refunds in the UAE?
I remember sitting with a client a few weeks ago. He runs a decent-sized distribution business in Al Quoz that deals with energy drinks. He was stressed because he had just shipped a large order to a buyer in Saudi Arabia, and it hit him - he had already paid excise tax on those goods when he brought them into the UAE. That tax was supposed to be for goods consumed here. But these cans were going to be cracked open in Jeddah, not Dubai. So, he asked me, "Is that money just gone?”
His question motivated me to share a practical guide as a tax advisor in the UAE. So here it is - No, the money is not gone, but the process to get it back is not automatic. You need to have proper documentation and the right approach with the Federal Tax Authority. Let me walk you through how this procedure works.
First, What Is Excise Tax in the UAE?
The excise tax in UAE was introduced in October 2017. It applies to goods that are considered harmful to health or the environment, such as:
- Tobacco products – 100%
- Energy drinks – 100%
- Carbonated drinks – 50%
- Electronic smoking devices and liquids – 100%
- Sweetened beverages – 50%
So, if your business deals with importing, producing, or stockpiling these goods, you must know how to comply with the excise tax regulations.
The "Why" Behind the Refund (And Why You Should Care)
Let’s get one thing straight - excise tax isn’t like VAT, where you’re constantly balancing input and output. Excise is a one-time charge at the point of import or production, meant to discourage the consumption of things that aren't great for us or the planet. So, the logic behind the refund is simple - You shouldn't have to pay a "sin tax" if the "sin" isn't happening here.
The refund mechanism stops the government from keeping your money if those goods were never actually going to be consumed in the local market. It protects your cash flow, and honestly, without this provision, doing business in the region would be financially punishing for anyone moving goods across borders.
When Can You Claim an Excise Tax Refund?

- Export of Excise Goods
If excise goods are exported outside the UAE and tax was already paid locally, you’re entitled to a refund because the excise tax is meant for goods consumed within the UAE.
- Goods Destroyed or Lost
If goods are damaged beyond sale, expired, or destroyed under proper supervision, you can claim a refund on the tax you originally paid.
- Double Taxation or Error
Sometimes errors happen. A wrong calculation. A duplicated declaration. In cases where you’ve paid more excise tax than you were legally required to, you can correct that and claim it back.
- Return of Goods
If a customer returns excise goods and the tax was already paid, you may be eligible to reclaim that tax, provided all conditions are met.
How to Claim an Excise Tax Refund?
Claiming the refund is an easy 3-step process; hence, it would include the following:
Step 1: Review Eligibility
Before filing, you must review whether your transaction meets refund conditions under UAE excise regulations. Because filing without confirming eligibility will lead to rejection.
Step 2: Gather Supporting Documents
To approve claims, FTA needs evidence in the form of documents like -
- Your excise tax registration details
- Tax invoices
- Customs export declaration documents
- Supporting accounting records
- Bank details
- Proof of tax payment
- Copies of the excise tax returns filed
- Evidence of the basis for a refund claim: overpayment, error, destruction of goods, etc.
Step 3: Submit the Application
Go to the FTA portal and there, choose the excise tax refund service. Fill in the details of the claim and upload your supporting documents along with the reason for the refund. The application then might be reviewed by the FTA, whereby it would be approved and the refund would be initiated.
My Take
Excise tax refunds require proper documentation and a proper understanding of compliance rules. If records are not structured properly or a business is filing late, the refund claims become difficult to defend, which can also extend the review period. So be up-to-date with your paperwork and that will give you a head start in getting your tax refund.
